Giving participation (the amount of people who reported giving on their tax returns) has declined over the last few decades. Between 1990 and 2020, how much has giving declined?

In "30 Years of Giving in Canada", a report published by Imagine Canada and Rideau Hall Foundation, the aggregate giving participation rate was 29.5% in 1990. This means that 29.5% of Canadians reported some form of charitable donation on their tax receipt. In 2020, only 18.4% of tax filers reported that they gave to charity, a drop of 11.1% over 30 years.
