Why might the recent request for voter data by the Presidential Advisory Commission on Election Integrity be illegal?

Forty-four states have refused the request for extensive voter data in order to protect citizen privacy and, for some, out of concerns the information will be used for systemic voter disenfranchisement, but recent reports maintain the request may be illegal for violating the Paperwork Reduction Act.
